The Scottish Ministers have appointed Timothy Brian, Richard Dent and Ronald Jackson, who are Inquiry Reporters with the Scottish Executive, to conduct the inquiry and report to them in connection with the proposal. Giles Scott, Electrical Inspector at the Department of Trade and Industry, has been appointed as the Technical Assessor at the inquiry. Mr Scott will prepare a report assessing the merits of the technical issues put forward at the inquiry. At present it is intended that all three Reporters will attend the entire inquiry, but that Mr Scott will only attend those sessions of the inquiry where his particular expertise is required. Scott MacKenzie, a specialist caseworker at the Scottish Executive Inquiry Reporters Unit (SEIRU), based in Falkirk, is acting as the programme officer for the inquiry.
